Public offer for paid access to the information platform

This document is an official proposal (public offer) by sole proprietor Kocherov Vasiliy Andreevich (the “Provider”) to enter into a paid services agreement with any capable person (the “Customer”) on the terms set out below.
1. Subject matter
1.1. The Provider grants the Customer access to the information platform “Iran Commodity Price Intelligence” (a web dashboard with analytics on Iranian polymer prices: IME exchange, OTC price, MEA) within the scope of the selected plan.
1.2. The service is informational only and is not investment advice, transaction consulting, or a guarantee of accuracy, completeness, or timeliness of market data.
1.3. Terms of use for market data are set out in the User Agreement.
2. Plans and payment
2.1. Current plans, limits, and prices are published at /pricing (RU) and /en (EN).
2.2. Payment is made in advance for the selected period (month or year) by one of the methods available on the site: bank transfer to the Provider’s details; payment services (YooKassa, SBP — when enabled); for English-language subscription checkout — USDT cryptocurrency on the TRC20 network to the address shown on the payment page.
2.3. Access is activated after payment is confirmed. For card or SBP payments — automatically; for bank transfer or USDT — after the Provider’s review (typically within 1–3 business days). USDT activation is manual: the Customer submits payment confirmation (including TxID where available), and the Provider verifies the transfer before enabling access.
2.4. When paying with USDT, the Customer must use a wallet or exchange that is not subject to applicable sanctions or restrictions. Transfers from sanctioned or otherwise restricted exchanges and platforms are not accepted; such payment does not create an obligation for the Provider to activate access and may be rejected without refund of blockchain network fees.
2.5. The plan price in USDT is calculated at the fixed site rate of 1 USDT = 90 RUB, rounded to the nearest whole USDT. Current RUB and USDT amounts are shown on the pricing and checkout pages. The Customer should state in the payment memo/purpose the account email and the selected plan.
3. Trial period
3.1. Trial access (1 calendar day on the Pro plan) is granted upon self-registration and requires no payment. A repeat trial for the same organization is not provided.
4. Rights and obligations
4.1. The Customer undertakes to:
- not share credentials with third parties beyond the plan’s user limit;
- not perform automated data collection (scraping) beyond the API limit of the plan;
- not redistribute obtained data as a standalone commercial product;
- comply with the User Agreement.
4.2. The Provider undertakes to maintain platform availability within reasonable limits and to update data as it arrives from sources. The Provider does not guarantee continuous 24/7 availability.
5. Refunds
5.1. A refund may be requested within 14 calendar days from subscription activation under the Refund Policy. Send the request to info@iranpetrochemstats.ru.
5.2. Use of export and API is determined from platform accounting data (usage counters).
6. Personal data
6.1. Personal data is processed in accordance with the Privacy Policy and Federal Law No. 152-FZ “On Personal Data”.
6.2. The Customer may request account deletion as described in the Privacy Policy.

8. Acceptance of the offer
8.1. Acceptance of the offer is registration on the site with the marks “I accept the offer” and “I accept the privacy policy” and/or payment for the services.
